SWT “HONOURED” FOR OPERATIONAL EXCELLENCE

When you miss one, there’s usually another just behind. Rail industry award, that is. In the National Rail Awards, SWT scored only for the village station at Brockenhurst, which hasn’t changed much since BR days. Soon afterwards, however, it won Modern Railways magazine’s ‘golden whistle’ award for operational excellence, thoughtfully converting this from an ‘award’ to an ‘honour’ for public consumption.

Unfortunately, this operational excellence is based on running the slowest services since steam, and thereby wasting taxpayers’ huge investment on infrastructure improvements. Of course, SWT always has a ready line to take about congestion and extra stops needed for population growth, but note the following:

On 27 February 2010, the 11.39 Waterloo-Poole train departed 17 minutes late without explanation. Its running is instructive:

That’s 13 recoverable minutes on a journey of 75 miles. Pro-rata to distances, such scheduling would represent over 68 minutes of slack in King’s Cross-Edinburgh schedules.

Naturally the train left Southampton Central on time at 13.30, as its scheduled slow running means that it has to stand there for 13 minutes for the next Waterloo-Weymouth service to overtake.

Indeed, these Poole trains leave Southampton on time even when the Weymouth service is running late, which prevents people making their connections for Totton and Ashurst. Passengers further down the line aren’t affected, as the Poole trains spend a further 25 minutes at Brockenhurst while the Cross Country train and yet another Weymouth train overtake.

Totton, with a population touching 30,000 and set to grow from current new housing developments, is the fourth largest centre of population between Southampton and Weymouth. It is far larger than Dorchester, Wareham, or any town or city in Cornwall. Ashurst is a New Forest gateway station.

Operational excellence in progress: A senior citizen was returning from Brighton to Ashurst on the freezing cold evening of 30/01/10. His train from Brighton was due at Southampton Central at 19.19 but arrived 10 minutes late because of a signal check in Southampton tunnel. As the train arrived on one side of the middle platforms, a member of SWT staff signalled for the doors of the connecting 19.30 to Poole (the 17.39 from Waterloo), which was standing at the other side, to close one minute early.

The senior citizen asked the staff member to have the doors re-opened, but he refused point blank, and the train departed 30 seconds early. When the senior citizen complained that this was incompetent, he replied, “Yes, I am incompetent. That’s why I work here”.

The senior citizen then complained to the station manager. She simply said they were under orders to send trains away 30 seconds early, and fobbed him off with a complaint form. The senior citizen, and some young women off the Brighton train who wanted to catch the 19.30 to get to Totton, were delayed a whole hour in the bitter temperatures.

The senior citizen then submitted a complaint and waited weeks for a brief reply which ended:

“For the last three years, information about our T-30 [sic] train departures policy has been advertised at each station and on our website. This allows for a safe, right time departure. The staff at Southampton are were [sic] dispatching the trains under the guidelines of South West Trains and unless they have had authorization from our control office to hold a train then they are informed to dispatch the train.

This policy is never going to be 100% popular [See if Stagecoach cares?] but it is taken to allow trains to depart on time and this benefits the vast majority of passengers.”

So what about this vast majority? In addition to the 13-minute slack in the Waterloo-Southampton schedule, the 13-minute stand at Southampton, and the 25-minute stand at Brockenhurst, the 39-past the hour trains from Waterloo have a 3-minute allowance for a Beaulieu Road stop which few of them make. So the train leaving Southampton at 19.30 could be held until 19.33 and still reach Brockenhurst on time at 19.51, with no knock-on effects whatever for passengers travelling beyond Totton and Ashurst.

Of course, when late departures suit SWT, punctual running goes out of the window. On 23 February, the 12.50 Waterloo-Salisbury and 13.50 Waterloo-Gillingham trains were shown on SWT’s Journeycheck facility as axed between Waterloo and Basingstoke. What Journeycheck didn’t show, but National Rail’s live running data did, was that the 12.39 and 13.39 from Waterloo to Poole were held at Waterloo until 12.50/13.50. Woking stops were introduced, and scheduled Farnborough and Fleet stops axed. So there was a 3-hour gap in the scheduled Waterloo-Fleet fast service.

The 12.39 ran as follows (nobody in our Group was available to cover the 13.39):

This is remarkably like the previous table. With one fewer stop overall, the train has recovered 14 minutes by Eastleigh rather than 13 minutes by Southampton Airport, which is just a little further down the line.

The following day, the 15.20 Waterloo-Exeter was axed between Waterloo and Basingstoke. So the 15.09 Waterloo-Portsmouth train was held until 15.20, and its Farnborough stop axed. This process was repeated on 8/3/2010, when the 08.20 Waterloo-Exeter was axed between Waterloo and Basingstoke. The 08.09 to Portsmouth was retimed to 08.20, a Clapham Junction stop introduced, and the Farnborough stop axed. National Rail data show that the Portsmouth train left Waterloo 12 minutes late at 08.21, and terminated at Portsmouth Harbour just one minute late at 10.19.

Waterloo-Weymouth is generally perceived as SWT’s premier fast route, with electrification and modern rolling stock. Conversely Waterloo-Exeter is generally seen as a secondary route, and too slow to compete commercially with First Great Western’s Paddington-Exeter services. It has long stretches of single track west of Salisbury and is operated by 17-year-old diesel trains.

Yet Waterloo-Exeter takes 3hrs 22mins, with 15 or 16 stops, an average speed of 51mph. The fastest hourly service from Waterloo to Weymouth takes 2hrs 38mins with 12 intermediate stops, an average speed of 54mph. There is huge slack in the Weymouth services, with guards often apologising for long station dwell times at places such as Basingstoke and Winchester. Yet SWT claims there is no time to stop Weymouth trains at Totton, the fourth largest intermediate town between Southampton and Weymouth.

It’s not just on the Waterloo-Weymouth line that trains are unnecessarily slow. On 13/3/2010, the defective 14.20 Waterloo-Exeter was delayed at Waterloo. This was the outcome, as far as Salisbury:

That’s 9 minutes recovered from slack time, even with duff rolling stock. Small wonder that one respondent to SWT’s Webchat event asked for a faster London-Salisbury service.

Of course, slow running and juggling stops aren’t the only facets of SWT’s operational excellence; in particular, there’s the dumping of passengers. The 05.45 Poole-Waterloo is one of SWT’s busiest main line commuter services, which reaches Waterloo at 07.47 and departs as the 08.00 to Portsmouth. On 10 February and 5 March the 05.45 was delayed, so hundreds of commuters were dumped at Woking, where the train eventually left for Portsmouth as if it had been the 08.00 from Waterloo. Never mind that the passengers were dumped around the time of day that Woking is so busy that its 08.02 to London is Britain’s joint-most-overcrowded train.

Finally, there’s SWT’s famously tight staffing which first led to the breakdown and reduction of services well over a decade ago. Clearly adequate stand-by crews are needed on such a large network, otherwise there’s no hope of a robust service. Here’s a classic example of what can happen in practice:

On Sunday 14 March 2010, there were various engineering works. Waterloo-Weymouth trains were diverted via Staines and then replaced by buses west of Wareham. These changes increased the Waterloo-Weymouth journey time to 4hrs 26mins, representing an average end-to-end speed of 32mph (based on the normal route).

So passengers on the 18.05 from Waterloo could expect to reach Weymouth at 22.31. And they might have done, but for leaving Woking 58 minutes late because there was no crew to take the train forward. The train left Woking exactly two hours after it had departed from Waterloo. Up to that point the equivalent average journey speed via the main line was 12mph.

The next stage in SWT’s operational excellence was to axe the stops at Basingstoke, Winchester, Southampton Airport, Brockenhurst and New Milton, meaning many passengers being dumped and having to squeeze on to other services. The final stage was to dump passengers at Bournemouth, where the train terminated. So Weymouth passengers would end their journey one hour late at 23.31, having travelled from Waterloo at an exciting average speed of 26mph (based on the direct route). Even the hourly weekday service from Waterloo to Poole achieves an average end-to-end speed of 35mph.

It’s little wonder that only 34% of peak passengers and 41% of off-peak passengers are satisfied with the way that SWT deals with delays. And it’s unfortunate that the National Passenger Surveys don’t ask about passenger satisfaction with the ways that SWT causes delays.

The problems didn’t end there as, despite the huge advance notice of late running, no alternative train was provided for the return service from Wareham at 21.30, which was duly axed between Wareham and Bournemouth. In an unrelated incident, the 20.05 from Waterloo started 9 minutes late and was halved in length due to duff rolling stock.

There are plenty of other issues we might explore. For example, why are Southern’s service frequencies at medium-sized centres of population so much better than SWT’s? Substantial anecdotal evidence suggests that passenger flows outside Greater London are distorted on SWT because people drive to the few stations, such as Southampton Airport and Brockenhurst, which do have reasonable service levels.

This, too, is a kind of operational convenience. It means that SWT can profit from excessive car parking charges at these stations. It also means that the effects of cancellations and late running of individual trains will be less apparent because of the better service frequencies. Those who do use their local SWT station may be severely delayed when their hourly service has the stop axed for operational convenience. That, presumably, is the reward for not increasing their CO2 emissions by driving to a SWT ‘honey-pot’ station.

Such is SWT’s operational excellence.

Although SWT’s official performance scores have improved over the years, passengers have paid a huge price through performance-enhancing measures such as axing stops and terminating trains short of destination. It’s no fun being thrown off a train, or left standing as your train races past, especially in extreme weather, or if you are disabled or use one of SWT’s increasingly unstaffed stations.

* Delays should be seen in the context that Stagecoach is generally operating the slowest services since steam.

* Trains can become increasingly late during the course of their journeys, or make up time where stops are omitted and passengers thrown off, or because of slack schedules. This means that the ‘minutes late’ figures may not represent the position at the end of a journey.

* On many days the loss of peak seats will significantly outweigh the additional capacity which Stagecoach boasts of having introduced, adding to the stress and discomfort caused by the removal of seats from suburban trains, and from cramming long-distance passengers into outer-suburban carriages.
